The efficiancy in the automated teleprompter can not be seen while looking at an individual, but only while looking at a population. For an individual you may be frustrated that you cant get the answer you seek through the teleprompter but if lets say 75 out of 100 people get thier answers from it then it is being effective in the being able to answer sort of way. Also lets say your in a situation where you have 10000 people calling at one time and you simply do not have the manpower to answer every person. A teleprompter is perfect because it can get most questions answered and can take on a nearly limitless amount of questioners. Its true purpose is to wean out those who have easy answers to question leaving only those with complicated questions left.
The only thing I can say is that I cannot see how often that happens when you get 10,000 people calling all at once. If there is a situation like this that can be foreseen then they should prepare for it, otherwise with a "not special" circumstance I find this to be impractical.
