The author claims the systems are inefficient. What he means is that it takes longer to accomplish something over the phone with a system that is supposed to make a process go quicker. Sometimes its just a lot easier to call and get an actual human being to talk to, the robots often make something very simple, confusing. I personally find it frustrating when I cant speak to someone.
