#3 The author was explaining that these systems are inefficient because they cannot always comply with what the consumer/user is trying to achieve. If the user is having a difficult time with something, a robot won't likely be able to detect the problem. "Face-to-face" interactions are usually the most efficient ways of solving problems. Some specific issues can only be solved by actual humans that have common knowledge that computer systems may lack. Using systems as operating tool has become a trend for many companies, but due to many complications and negative responses by consumers, some of these companies are trying to bring actual representatives back to the phones.
