Global revisions include questions you ask yourself about the audience. You may ask how your audience will be able to follow and understand what you have written. You always want to make sure that the person reading the paper will understand what you are writing. Local revisions is improving your grammar and spelling throughout the paper. For example you check for typo's, verb agreement, etc.
